The Free Senior High School Program began in September 2017 to give hope to individuals who would otherwise have been unable to continue their education after junior high school owing to financial constraints.

The number of people who qualified and were put in senior High School but were unable to enroll in the 2016/17 academic year was 11,336 out of a total of 420,135 who were placed.

The Double Track System was implemented after collaboration with stakeholders, as the government was determined that no kid should be left behind. The Double Track was created to address the issue of rising student demand in many chosen Senior High Schools around the country, despite limited facilities.
